The Department of Citizen Services serves as the coordinating agency for all human service functions within Carroll County Government. The Department provides guidance to human service agencies with the goal of offering a variety of services that meet the basic needs of children, youth, older adults, and individuals with disabilities in the community.

The Department is composed of the Division of Aging and Disabilities, the Division of Housing and Community Development, and the Local Management Board. It is also directly responsible for ensuring the County Government’s compliance with the Americans with Disabilities Act.

The mission of the Department of Citizen Services is to deliver high-quality customer service to the evolving community of Carroll County. Our goal is to provide individuals and families with information, programs, and services that support and enhance their quality of life.
