Continuum of Care (CoC) Executive Board – Carroll County

Overview

At its simplest, the Continuum of Care (CoC) Executive Board is established by representatives of organizations across Carroll County. The Board carries out responsibilities set forth by the U.S. Department of Housing & Urban Development (HUD), as defined in 24 CFR Part 578 (Continuum of Care Program regulations).


What is a Continuum of Care (CoC)?

The CoC Planning Body (Executive Board):

  • Makes decisions regarding local CoC funding for homeless programs
  • Coordinates housing and services for individuals experiencing homelessness
  • Guides system-wide strategies to improve outcomes and resource allocation

CoC Membership

The CoC is made up of diverse stakeholders, including:

  • Healthcare providers
  • Individuals with lived experience of homelessness
  • Emergency housing providers and nonprofit organizations
  • Local and state government officials
  • Emergency response entities
  • Faith-based community members

Key Roles of the CoC

  • Respond to and work to end homelessness
  • Oversee the Coordinated Entry (CE) system
  • Provide oversight of the Homeless Management Information System (HMIS)

Advocacy
Monitors legislation impacting Carroll County’s homeless service system and advocates with local and state officials.

Affordable Housing
Engages in planning and zoning efforts to expand affordable housing options.

Coordinated Entry
Maintains and updates prioritization tools and written standards.

Data
Analyzes system data for trends, outcomes, and gaps; recommends improvements to performance and resource use.

Ending Veterans Homelessness
Focuses on addressing and resolving homelessness among veterans.

Lived Expertise Advisory Board
Centers the voices of individuals with lived experience to improve services.

Outreach
Ensures consistent and comprehensive street outreach across Carroll County.

Systems of Care
Improves coordination across systems to prevent discharges into homelessness.

Youth Action Board
Engages youth with lived experience to inform youth-focused services.

Youth Homelessness
Develops strategies to address and prevent youth homelessness.
