ORDINANCE NO. 2026-2)5
WHEREAS, the Board of Commissioners of Carroll County, Maryland ("the Board"), has enacted and codified the "Code of Public Local Laws and Ordinances of Carroll County, Maryland"; and
WHEREAS, the Board is charged under State law with the duty and responsibility for establishing comprehensive policies and programs to promote the health, safety, and general welfare of the inhabitants of the County and accordingly deems the subject amendment necessary to accomplish these duties and responsibilities; and
NOW, THEREFORE, BE IT ENACTED by the Board of County Commissioners of Carroll County, Maryland:
ARTICLE I. ADDITIONS.
§ 94.061 PARAGLIDERS, ULTRALIGHT AIRCRAFT, HANG-GLIDERS, HELIUM/HOT AIR BALLOONS.

* 94.098 OPERATE/CONDUCT OR SOLICIT FOR PRIVATE BUSINESS, TRADE OR OCCUPATION.
\o person shall operate/conduct for a private business, trade or occupation on park property, including. ,,, Without limitation: taking photographs. motion pictures, or video for commercial or 111:-,tructional use: the sale or offer for sale, hire, or lease or merchandise. a \'chicle. aircraft, or \\atcn:rnll: or prO\ idc private recreational or leisure instruction, including. but not limited to, the training of an animal. fitness classes, camps, and organized leagues, play or practices.
ARTICLE l. AMENDMENTS.
§ 94.060 REMOTE CONTROL UNMANNED AIRCRAFT AND MODEL ROCKETS.
The launching, landing, or operating of remote-control unmanned aircraft and model rockets requires approval by the Manager, including the location and schedule of usage.
§ 94.073 DOMESTIC ANIMALS.
No person shall bring an animal into a park except in areas designated for animals by the Manager. This section does not apply to service animals as described in Md. Code, Art. 30, § 33.
No person shall permit his or her pet to run at large, including those wearing or being trained with electronic collars. except as authorized by the Manager. In all other areas where domestic animals are permitted, the animals shall be restrained at all times on adequate leashes not greater than eight feet in length.
§ 94.084 TRASH RECEPTACLES.
Trash receptacles are to be used solely for trash or garbage accumulated during the course of the user"s visit to the park. For designated trash-free areas of a park. visitors are required to carry out the trah they generate and dispose of it at another appropriate destination.
ARTICLE III. REPEAL AND REPLACE.
§ 94.071 SMOKING AND TOBACCO/CANNABIS PRODUCTS PROHIBITED.
Smoking/vaping and the use or any tobacco/cannabis products on park property is prohibited.
ARTICLE IV. SEVERABILITY.
Should any provision, section, paragraph, or subparagraph of this ordinance, including any code, or text adopted herby, be declared null and void, illegal, unconstitutional, or otherwise detennined to be unenforceable by a court having jurisdiction; the same shall not affect the validity, legality, or enforceability of any other provision, section, paragraph or subparagraph hereof, including any code or text adopted hereby. Each such provision, section, paragraph, or subparagraph is expressly declared to be and is deemed severable.
ARTICLE 111. EFFECTIVE DA TE.
This Ordinance shall become effective 3 /1 z_. '
