WHEREAS, the Board of County Commissioners of Carroll County, Maryland (“the Board”) has enacted and codified the “Code of Public Local Laws and Ordinances of Carroll County, Maryland (“the County Code”); and

WHEREAS, the Board has the authority to adopt a Public Safety Pension Plan for qualified  employees through Section 3-801 of the Code of Public Laws and Ordinances for Carroll County; and

            WHEREAS, the Board now desires to amend the pension plan for the benefit of qualified employees of Carroll County; and

            WHEREAS, the Board desires such amendments to be reflected within the County Code of Public Local Laws and Ordinances under Title III, Chapter 35.

            NOW, THEREFORE, the Code is hereby amended as follows: 

SECTION ONE. AMENDMENTS.

            Section 35.60 shall be amended to read as follows:

                        “§35.60. Amendment of plan. The Carroll County Public Safety Pension Plan, which is on file in the County Offices, is hereby re-adopted as the Carroll County Public Safety Pension Plan, Edition March 1, 2026. The Plan shall be maintained as set forth within the Plan document.

SECTION TWO. ATTACHMENTS.

            The Plan document is codified in the attached document, which is hereby attached and incorporated by reference and known as the “Carroll County Public Safety Pension Plan” Edition March 1, 2026.

SECTION THREE. APPLICABILITY.

            This Ordinance shall be effective only with respect to employees who terminate employment with the County after the effective date of this Ordinance, except as otherwise provided within the Plan document.

EFFECTIVE DATE.

            This Ordinance shall become effective on March 1, 2026.
