This Bureau provides quality design and construction management, and related services for County capital construction and renovation projects. The Bureau administers the design and construction contracts for Carroll County government capital construction projects. Staff have the responsibility to oversee capital projects from conception, programming, and budgeting, through design, construction, and the warranty period. This Bureau acts on behalf of the owner, and serves as the means and point of contact between the owner, the user agency, the professional design services, and contractors.
