A Transit Development Plan (TDP) is the result of a planning process that occurs periodically for most transit systems. The TDP process builds upon local goals and objectives for transit in Carroll County, provides a review and assessment of current transit services, identifies unmet transit needs, and develops an appropriate course of action to address the objectives in the short-term future. This TDP update for Carroll County will serve as a guide for implementing transit improvements during the upcoming five-year period. The most recently completed TDP for Carroll County was adopted in December 2019, just before the pandemic and the 2020 Decennial Census.
