Hours: Monday – Friday 8:00 am to 5:00 pm.

The building is open for walk-in submittals from 8:00 AM - 4:30 PM. Applications for new homes and commercial projects should arrive by 4:00 to ensure proper time for staff to process.

Inspectors may be available to take calls from 7:30 to 8:00 A.M. and 2:30 to 3:00 P.M. daily to answer code-related questions. The inspectors are typically in the field between 7:30 A.M. and 2:30 P.M.

Electrical, plumbing, gas, and fire permits may be dropped off in our dropbox (located in the lower level vestibule) or submitted by mail.

Guidelines for entrance into the Carroll County Office Building:

  • Customers should arrive 5 to 10 minutes early to allow for security protocols.
  • Visitors are required to register with a photo ID upon entering the building and check out when exiting.

Please check Carroll’s Permitting, Plan Review, and Licensing (CPPL) Portal before filing a Public Information Act Request.

  1. Permit data in the PORTAL from 1988 to date will include basic permit information such as permit number, address, work description, status, and date of Use & Occupancy if applicable. When using the PORTAL, simply enter the house # and street name for information. Should the supporting documents related to these permits be needed, a PIA request can be submitted here.
  2. Any Permits prior to 1988 will require a PIA request by clicking here.
  3. You may want to start by visiting the state assessment website; this will assist you in determining when the primary structure was constructed to help you better determine the timeframe for the information you are seeking.
